RMA: Putting the RMA into Practice
Workshops for Councillors and Professionals implementing the RMA.
Feedback from Ministry for the Environment’s successful Making Good Decisions programme included requests for further training with a practical emphasis. Councillors and professionals with a role in RMA implementation are seeking to improve their performance particularly in policy development and decision writing. These small-group workshops are offered in response to the interest expressed in training focused on Putting the RMA into Practice.
It is vital that decisions on resource consents are written so that they not only meet the requirements of the Act, but are clear, understandable, well structured, and presented in a coherent and logical style. In this one-day course, you will examine the features of well-reasoned and well-written decisions.
You will learn how to write decisions and conditions that are both accurate and accessible to professional and lay audiences alike. Through learning about best practice principles, discussions with other decisions writers and through taking part in practical exercises you will leave the course a more confident and competent decision writer.

You will learn to:
- Write a clear decision that conforms to the requirements of the RMA and the needs of both the professional and lay audience
- Organise large amounts of complex material into an appropriate format
- Clearly communicate the reasoning behind the decision
Who should attend?
RMA Commissioners, both Councillors or Independents (preferably accredited under the Making Good Decisions programme)and Council staff assisting RMA decision-makers.
While it is not necessary to be an accredited decision-maker to attend, this course will be useful to those commissioners accredited under Ministry for the Environment’s Making Good Decisions programme.
Greg Hill
Greg is a consultant resource management planner/independent commissioner with 24 years experience. He has undertaken resource consent processing (including appearing as an expert witness in the Environment Court), Regional Policy Statements and Regional and District Plan development as well as strategic planning and management roles.
Greg has been an independent commissioner for a number of years, and has worked with regional and territorial authorities as well as being the Minister of Conservation’s appointee on a number of Restricted Coastal Activities.

Withdrawals, transfers and cancellations
- If you cannot attend a course, a substitute participant is welcome.
- If you withdraw from a course in writing or by email more than five working days prior to the course, you will receive a full refund less a $20 administration fee.
- If you transfer more than five working days before the course, the $20 administration fee will apply.
- If you withdraw within five working days of the course, you will get a 50% refund.
- If you transfer within five working days of the course, a $100 administration fee will apply.
- If you do not attend the course and have not advised us in writing or by email before the start date the full fee will apply.
- If a course is cancelled by the Centre for Continuing Education you will be advised and your course fee will be refunded in full or a transfer arranged.
